asc CLI adds create/list/update/delete commands for Xcode Cloud version aliases

New asc CLI commands manage custom Xcode Cloud version aliases:
- Example: asc web xcode-cloud settings version-aliases create --product-id PRODUCTID --type xcodeversion --name Stable --build latest:stable --confirm
- Full CRUD: list, view, update, and delete subcommands are also available
- Use case: attach semantic names like Stable to builds such as latest:stable for workflows to reference
