asc CLI adds scriptable app tax-category commands and read-only Xcode Cloud SCM status

Two new experimental asc CLI capabilities:
- App tax categories are now scriptable: asc web apps tax-category view/set (set requires --confirm); use list to inspect Apple's catalog and compatible conditions first
- Xcode Cloud source-control connection status: asc web xcode-cloud scm connection-status --scm-provider-id PROVIDERID — read-only; provider linking and onboarding still happen through Apple
