AI access tiers — public to government — may matter more than models

The author argues "AI access tier" will become a bigger concept than expected: intelligence will be provisioned in tiers — public, enterprise, trusted-access, and government. Eventually, which model you're allowed to use may matter as much as which model exists, making access rights a key axis of social stratification.
