Qwen Code ships v0.23.0 nightly with workflow visualization and live subagent status

- New features: the web-shell can now visualize and manage dynamic workflow runs; running subagents get live status in the transcript; the serve side adds a session resource catalog.
- IPC improvements: senders are notified when a message is refused, and held messages expire.
- Fixes and stability: CLI resolves session-management settings per request instead of from a stale cache; exact slash-command submission from live input; closed leaked PTY test sessions, deterministic e2e polling, and other CI/test hardening.
- Overall an engineering iteration on the qwen-code CLI, focused on workflow orchestration in the web shell.
