IIT Madras paper asks: can India's consumer law pin AI liability?

A working paper from the Centre for Responsible AI (CeRAI) at IIT Madras, titled "AI and Consumer Rights in India," examines whether India's Consumer Protection Act 2019 can address AI-related harms and assign liability across the AI value chain. It is authored by Prof. Balaraman Ravindran, Head of the Wadhwani School of Data Science and AI, along with Omir Kumar, Sriya Sridhar and Vibhav Mithal.
The paper covers harms from misleading chatbot responses and biased decisions to unauthorized actions by autonomous systems. Its key challenge: when responsibility is shared across developers, deployers, data providers and users, who is liable?
