Cloudflare's Cache Transcoding shrinks cached text assets to ~1/3 with Zstandard

Cloudflare prototyped "Cache Transcoding": responses are encoded with Zstandard before hitting disk, stay compressed across the cache lifetime and inter-DC transfers, and are decoded only before serving.
- Only text assets (HTML/CSS/JSON/JS) are recompressed; images and video are skipped as wasted CPU
- zstd level 3 yields roughly 2.8x reduction, shrinking eligible assets to 1/3 on disk
- The trade: pay encode cost once, save storage and bandwidth on every read — worth petabytes of effective cache capacity
