EU classifies ChatGPT as a search engine under DSA, imposing election oversight obligations
mark_k · x · 2026-09-01
The EU has classified ChatGPT as a search engine under the Digital Services Act (DSA) due to its ability to respond to prompts by searching the web. This subjects ChatGPT to obligations similar to Google's, requiring systemic risk assessments within four months. These assessments must cover impacts on minors, mental health, and crucially, civic discourse and electoral processes, coinciding with the lead-up to the April 2027 French presidential election.
