EU classifies ChatGPT as a 'very large' search engine subject to strict DSA scrutiny
gaganghotra_ · x · 2026-09-01
The European Union has classified ChatGPT as a "very large" search engine due to exceeding 45 million monthly users in the EU. Under the Digital Services Act (DSA), this subjects OpenAI to the highest level of scrutiny for digital safety, similar to Google. OpenAI has four months to comply with requirements covering risk assessment, security, privacy, and minor protection. Reddit and Roblox were also designated as "very large" platforms, though categorized differently than search engines.
