EU designates ChatGPT a VLOSE and Reddit a VLOP under the Digital Services Act

The European Commission has officially designated Reddit and Roblox as Very Large Online Platforms (VLOPs), and ChatGPT as a Very Large Online Search Engine (VLOSE) under the Digital Services Act. The threshold is at least 45 million average monthly EU users.
The designation brings extra DSA obligations: assessing and mitigating systemic risks including illegal content, risks to minors, user well-being, fundamental rights, electoral processes, and public security.
Notably, ChatGPT is being treated as an online search engine — a sign of how quickly AI assistants are shifting from experimental tools to infrastructure at the scale of the biggest online services. The companies have four months to comply.
