In a thread on AI risk, Josh Purtell argues that instead of anchoring the debate on hard-to-justify extinction scenarios, safety efforts should organize around more tangible crises costing billions in damages — e.g. BSL-X-style biosecurity precautions, insurance schemes and penalties to prevent a "Covid 2". These measures may not be bulletproof against x-risk, but would surely help.
