Israel-Funded Synthetic Think Tank Pumps Out AI Content to Sway Chatbot Answers

A 404 Media investigation found the Hanover Institute for Public Policy, launched less than a month ago and already publishing 100+ articles, is run by US ad firm Piro Inc and paid for by Israel. It appears designed to generate content for LLMs continually scanning the web, aiming to tilt chatbot answers in Israel's favor.

Articles all use question headlines, no bylines, often include graphs, and cite real sources without linking them. AI detector Pangram found the three tested articles were written entirely by AI—only the bibliographies were human-made. The site carries an llms.txt to ease LLM scraping, and Piro openly sells "AI Story Optimization," claiming to map every surface models read (Reddit, YouTube, G2, forums) and rank them by influence.

FARA filings show Piro works with LaPam, Israel's official ad agency, with a HAVAS Media invoice totaling $900,000 plus a further $100,000—a landmark case of industrialized propaganda targeting AI search.
