Nitter killed by X: all public instances down with rate-limit errors

All public instances of Nitter, the open-source X/Twitter frontend, have stopped working, uniformly returning "Instance has been rate limited." A GitHub issue with an archived page confirms the outage, and developers read it as X deliberately killing the project.
