Alchemy PR adds Railway provider: Projects, Services, Databases, and more

This pull request implements the Railway provider for Alchemy. It includes support for Projects, Services, Postgres, Redis, Buckets, and bindings. Authentication can be handled via RAILWAYAPITOKEN or Alchemy login (OAuth CLI pairing). It allows managing Railway containers, databases, and storage within a unified TypeScript program.
