Model Router: Escalate on Typed Failure

Implemented a model router chain starting with local, then cheap cloud, then frontier models, gated by an independent evaluator. In live coding, the local tier passed all tests without escalation. Forced escalation revealed the evaluator failed to discriminate between local and frontier quality. Key metric is cost per accepted change, requiring a gate that distinguishes quality from luck.
