gcontext introduces allowlist to control MCP tool exposure

Since MCP servers expose all declared tools to the runtime by default, cluttering the context, gcontext now introduces a controls.yaml file. This per-server allowlist lets users toggle the visibility of specific commands and resources. It also supports renaming tools and pinning resources. The mechanism filters the capability list at startup, ensuring the runtime never sees hidden tools, optimizing context management and security.
