Shanghai plans 100% blockchain adoption in key industries by 2030

The Shanghai municipal government released a new five-year plan for 'Digital Shanghai' to catch up with Beijing and Shenzhen. The plan sets 11 concrete goals, with the sole mandatory target being 100% blockchain adoption in key industries by 2030 (up from 60% in 2025). Additionally, the government pledged to build a solid digital intelligence foundation, including laying out future communication infrastructure and boosting computing power offerings, in line with national mandates to boost the digital economy.
