Federal law typically caps production of steerless vehicles at 2,500 units per year, requiring a NHTSA exemption petition (like Zoox). Tesla engineered the Cybercab to comply with existing federal safety standards without a steering wheel or pedals, allowing it to use standard self-certification and skip the exemption process entirely. This strategy enables mass production of the robotaxi.
