Struggling with Motion Artifacts in LTX Video Gen: RTX 3060 Setup

A hobbyist transitioning from image to video generation is experiencing severe quality issues with the LTX 2.3 model. Generations are plagued with motion artifacts and smeared faces.
Current Setup & Parameters:
- Hardware: RTX 3060 12GB VRAM + 48GB RAM.
- Model: LTX-2 2.3 Distilled 1.0 GGUF Q4KM Light 22B.
- Resolution & Frames: 1280x720 (real: 1280x704), 241 frames (10s, 24fps).
- Inference Steps: 8.
- LoRAs: Using distilled-lora, ingredients lora (for dark fantasy style), and omninft optimization LoRA.
While the ingredients lora successfully maintains character and setting consistency, the visual quality is highly degraded. The author is seeking tuning advice from the community.
