Open-source human-blocker: alerts humans when AI agents hit blockers

Developer whpwessel releases human-blocker skill and CLI for when agents need human intervention. It provides a durable SQLite ledger for verified human blockers, sends native macOS notifications, prevents duplicate alerts with idempotency keys, and tracks acknowledgement and resolution. Requires macOS and Apple Command Line Tools.
