Gemini CLI Preview: Introduces PR Generator and State Machine Fixes

Google released Gemini CLI v0.55.0-preview.1. This update introduces the PR generator orchestrator, implementing an iterative bug-fixing state machine and container worker entrypoint, along with Cloud Run job and Dockerfile configurations.
Additionally, the version fixes retry hangs caused by capacity exhaustion, improves empty response guidance, and repairs tool response loss during /compress session reload and quota-fallback.
