Europe's €30B AI Gigafactory Plan Only Has €1B Actually Committed

Europe announced a €30 billion plan for seven AI gigafactories last week. However, an analysis of the tender design reveals that only about €1 billion is actually committed.
The remaining funds depend on a long-term budget that member states have not yet agreed upon, along with €20 billion in private capital that remains unraised.
