Abnormally Dead NeurIPS Review Period: Are Authors and Reviewers Ghosting?

A NeurIPS reviewer noted an unusually 'dead' silence during this year's rebuttal period. Not only have many reviewers gone silent after initial reviews, but many authors are also completely unresponsive.
Out of the 4 papers this reviewer handled, one was withdrawn, one submitted a rebuttal, and the authors of the remaining two went completely radio silent. The reviewer wonders if this reflects a new trend in academia: researchers mass-submitting papers to test their luck, but simply abandoning them without even formally withdrawing if the initial scores are unpromising.
