Practical local image-to-video workflows for Blender on a GTX 1650 4GB

I’m building a Blender hospital simulation and want the most practical free local workflow to turn rendered stills into video on very limited hardware: an i5 12th gen, GTX 1650 4GB, 16GB RAM, and 50GB available for AI.
The post asks for recommendations on:
- free local image-to-video tools
- running AnimateDiff or Deforum on low-VRAM GPUs
- Stable Diffusion settings for a GTX 1650, including low-VRAM models, xformers, and batch-size tweaks
- hybrid pipelines that combine Blender renders with AI-generated video
It is essentially a request for hands-on workflow advice for a very constrained setup.
