Open weights are framed as a competition policy for the whole AI stack
The letter argues that open weights do more than widen model access. They create competition across model developers, cloud providers, chip makers, applications and services, which in turn can lower costs and spread the gains of AI more broadly.
The broader thesis is that openness prevents AI value from concentrating in a few hands and helps organizations keep control of their data, models and accumulated know-how.
