Claude Code v2.1.218 loses all task-tracking tools, including TodoWrite

A Claude Code user reports that version 2.1.218 exposes no task-tracking tools at all: TaskCreate, TaskList, TaskUpdate, TaskGet, and even TodoWrite are missing.
The reporter says this appears to be cohort- or account-level gating rather than a version-wide removal, since TodoWrite still shows up in a third-party extracted system prompt. They reproduced the issue in native terminals on macOS, ruling out the VS Code isTTY limitation mentioned in another bug.
