GitHub Copilot CLI hangs on Windows when `copilot --resume` is used at cold start

A GitHub Copilot CLI bug report says copilot --resume hangs on Windows cold start.
- Issue #4165 reports that on Windows 11 + PowerShell 7.4.17, running copilot --resume starts the TUI but stays forever at “Resuming session...”.
- The same session can be resumed if the user first launches copilot normally and then runs /resume inside the running CLI.
- The affected version is GitHub Copilot CLI 1.0.72-0 installed via WinGet.
- The reporter believes the failure is specific to the cold-start resume path on Windows, and references an earlier Windows resume bug (#3458).
