Elon Musk says the main constraint on Tesla Robotaxi scaling is not demand, but safety and regulatory risk: if Tesla injures even one person, it could become a global headline and regulators could quickly clamp down.
He says Tesla is trying to scale Robotaxi “as fast as humanly possible” while avoiding harm altogether — ideally not even running over a pet.
