Claude persona dispatch can override stale config files without migration

Old personas do not need migration.
Each dispatch prompt starts with a preamble that overrides the persona files’ state rules, so the new runtime behavior works even with stale scaffolds, imported personas, or hand-customized setups.
The claim is that enforcing the rules at dispatch time makes file age irrelevant.
