GitHub Copilot CLI plan mode now blocks shell commands in 1.0.72-1

A GitHub issue on github/copilot-cli says the latest release introduced a regression in plan mode that blocks shell commands.
- The reporter argues plan mode previously used shell access to enrich plans, including reading or creating issues with gh.
- The breakage is especially painful in private repos, where web search is not available and MCP servers do not fully cover issue reading.
- The new restriction also prevents deleting existing plans, forcing rewrites and sometimes leaving stale plan fragments behind, especially for smaller models.
- The affected version is listed as Copilot CLI 1.0.72-1.
