Claude Code CLI 2.1.216 adds filesystem toggle and fixes long-session stalls

Claude Code CLI 2.1.216 adds a new sandbox.filesystem.disabled setting, letting users skip filesystem isolation while keeping network egress control.
It also fixes several workflow bugs, including quadratic slowdown in long sessions, OAuth token expiry causing false HTTP 401 denials, incorrect AskUserQuestion wording, repeated questions on web sessions after idle, and multiple resume/@-mention/hook issues.
