Claude Code 2.1.216 adds sandbox controls and fixes long-session stalls

Claude Code 2.1.216 is out with 40 CLI changes and one system prompt change.
Highlights include a new sandbox.filesystem.disabled setting to skip filesystem isolation while keeping network egress control, a fix for quadratic message normalization that caused multi-second resume stalls in long sessions, and better restoration of agent prompts and tool restrictions when background sessions resume.
