"Fake Voluntary" AI Regulation Is the Worst

Miles Brundage echoes and comments on a perspective: if supposedly "voluntary" AI licensing regimes are practically mandatory, it creates two major issues:
- Rules don't have to be clearly defined as in formal regulation, leading to insufficiently reviewed rules and room for corruption.
- Because everyone pretends it's "already regulated," genuinely enforceable legal solutions will be delayed.
He adds that this "fake voluntary" approach to AI regulation is one of the worst possible combinations.
