Terra high: Faster and Cheaper Code Reviews

After switching @clawsweeper (a GitHub review bot) to Terra high, overall speed increased by about 40% with almost no drop in quality. The author notes it outperforms 5.5 across all metrics at a significantly lower cost. Testing xhigh, however, canceled out the performance gains, showing no obvious improvements in the evaluations.
