The author argues that the so-called "voluntary" nature of AI model audits exists only on paper:
- While the government calls it voluntary, it simultaneously pressured Meta to join.
- It also demanded CAISI stop publishing related content.
- Export controls were imposed affecting Anthropic's models.
He concludes that this is more of a patched-together provisional licensing/audit mechanism rather than the genuinely voluntary arrangement it claims to be.
