The author argues against equating "regulating AI" with "regulating the entire economy." Just as electricity regulation affects almost every industry without meaning regulators run the whole economy, AI regulation is more like creating friction at a specific supply chain layer to raise prices, which other links will absorb through higher costs.
They acknowledge that rules like "restricting who can use AI based on demographics" do threaten freedom and could very well emerge, but this is fundamentally a different issue from chip regulation. A counterargument in the discussion points out: if AI truly becomes "virtually the entire economy" in the future, then regulating AI absolutely equates to regulating the entire economy.
