AI Slowdown: The 'Verified Slowdown' Plan

The author argues that the least worst option is Plan A: Verified Slowdown. He compares several routes:
- Plan C / D: Near-full-speed AI race, extremely high risk
- Plan B: Nationalization-like approach, buys some time but leads to power concentration and WW3-like risks
- Plan S: Detailed later, core is to pause/slow capability expansion for 3–5 years, then slowly progress to top expert AI and superintelligence
The author's own assessment:
- Plan A is better than Plan S, but both are significantly better than Plan B/C/D
- Reason for Plan A: he believes the probability of international slowdown/pause agreements failing or being ineffective is high, possibly around 40%
