Pi to Support Dynamic Tool Loading

The next version of People of Pi will support dynamic tool loading across supported models and providers without clearing the cache.
The author notes that after some investigation, they found a way to make the API behaviors of OpenAI and Anthropic more consistent. If used properly, existing APIs will automatically follow the correct path when functioning normally. Enabling cache miss warnings helps identify which actions are "good" and which are "bad."
Supplementary rules:
- Adding tools allows the continued use of existing cache behavior.
- Removing tools will clear the cache.
