OpenAI Codex vs Anthropic: A Quota Policy Comparison

A developer recently compared their experience using OpenAI Codex and Anthropic (Claude) in coding workflows. They expressed frustration with Anthropic's frequently shifting subscription availability and usage limits.
In contrast, they praised OpenAI Codex for its much friendlier policies: the Chat app features an independent quota that resets generously and can be accumulated. Furthermore, upon hitting the rate limit, currently running Agent tasks (like Sol Ultra) can continue executing for up to an hour without being abruptly interrupted.
