npm rate limiting blocks package publishing, delaying alchemy_run release

Developer samgoodwin89 was blocked from publishing an npm package after its trusted publishing config appeared expired and requests returned 429 rate limits, even after five passkey verifications. As the issue remains unresolved, the next release of alchemyrun has been delayed.
