Developer Runs OpenAI's Original GPT-2 XL Locally on CPU and Open-Sources Tools

Developer MikePFrank open-sourced GPT-2-tools, successfully running OpenAI's original GPT-2 XL on a pure CPU setup (13th-gen i7, 32GB RAM, WSL 2 + Ubuntu 24.04). The public source code is hosted on the codex/gpt2-chat branch.
