The UN-led Global Dialogue on AI Governance officially opened on July 7, marking the first AI dialogue mechanism that allows every country to participate, aiming to promote safe and inclusive AI development. At the opening ceremony, the Independent International Scientific Panel on AI released its initial report, providing a comprehensive assessment of the global AI landscape and its challenges.

Key Report Findings

The report was authored by 40 independent scientists from various regions, co-chaired by Yoshua Bengio and Maria Ressa. It notes that AI capabilities have advanced rapidly in recent years, with some areas even accelerating, bringing practical applications in science, healthcare, agriculture, accessibility, knowledge work, and information technology. However, government tools and capabilities for governing AI still lag behind the pace of technological development.

Risks and Imbalances

The report specifically highlights imbalances in AI development: global AI adoption is accelerating but unevenly distributed across countries and industries; the distribution of AI deployment and risk-response capabilities is also uneven; and the wealth generated by AI development is increasingly concentrated in a few regions and entities. These imbalances constitute core challenges for global AI governance.
