Inside China's 'Stargate': an 800MW Inner Mongolia campus built at one-fifth of US cost

SemiAnalysis visited the Galaxy campus in Ulanqab, Inner Mongolia — China's fastest-growing AI datacenter region.
- Scale & speed: planned for up to 800MW of IT capacity, comparable to Abilene's core campus; the first 120MW phase was delivered within a year.
- Cost: built at roughly one-fifth of comparable US costs.
- Owner & tenants: owned by Envision Group, a renewable integrator with 100GW+ of wind turbines installed worldwide; all four phases are built-to-suit for two internet giants.
- Local ecosystem: 30,000 construction workers across 22 datacenter projects in the surrounding zone; abundant labor means fully modular approaches are rare, yet costs keep falling.
- Tech highlights: a 5MW SST-native 800V DC pilot and a cooling design without central chillers.
Unlike "West Texas," Inner Mongolia's buildout is accelerating with no anti-datacenter backlash.
