Epoch AI released a new report estimating, via satellite imagery and public sources, that Huawei's Horinger AI data center in Inner Mongolia — one of the largest in China by AI computing capacity — holds only 7% as much compute as Colossus 2 in Tennessee, the world's largest AI data center.
The chart (H100-equivalents, as of November 2026, with 90% confidence intervals) puts Colossus 2 at roughly 1M+ H100-equivalents vs 70K for Horinger. Epoch notes Horinger is likely China's largest or among its largest AI data centers, and the report also examines Huawei's broader AI infrastructure plans.
