The Commerce Department's Bureau of Industry and Security (BIS) published a final rule extending the suspension of its interim final rule "Expansion of End-User Controls to Cover Affiliates of Certain Listed Entities." The suspension, originally set to end November 9, 2026, is now extended through January 10, 2027.
The underlying interim final rule was published September 30, 2025 (90 FR 47201) and stayed November 10, 2025 (90 FR 50857). The extension applies to amendments in 15 CFR parts 732, 734, 736, 744, and 748 — meaning affiliates of listed entities are still not automatically captured by end-user controls, with direct compliance implications for affected supply-chain companies.
