China's NDRC: AI foundational legislation coming in next five-year plan, jobs in focus
pstAsiatech · x · 2026-11-03
At the NDRC's first "15th Five-Year Plan" press conference, Wang Ruomeng, deputy director of the High-Tech Development Department, said China will balance development and security through 2030, embedding safety across AI R&D, application, and governance, with four priorities:
- Governance rules: accelerate foundational comprehensive AI legislation, refine laws covering data, compute, algorithms and key application scenarios, and set lifecycle-wide safety standards with periodic reviews.
- Adaptive regulation: set reasonable policy transition periods, provide compliance guidance services, and build AI "regulatory sandboxes" across sectors with entry/exit mechanisms.
- Multi-stakeholder governance: stronger inter-agency coordination, industry self-regulation, corporate risk disclosure and incident reporting, plus public AI literacy programs.
- Social impacts: monitor AI's effect on employment structure, push new occupations like model trainers and data annoters into the national occupation catalog, strengthen social safety nets, combat algorithmic discrimination, deepfakes and privacy violations, and address AI addiction and emotional dependence.
