GitHub Copilot CLI v1.0.106-4 fixes bracketed @file mentions, hook null-args bugs and more

GitHub shipped Copilot CLI v1.0.106-4, a patch release fixing roughly a dozen interaction and stability issues.
- @file mentions wrapped in parentheses, brackets, quotes or backticks are now attached correctly instead of being silently ignored, and expand properly in ! shell commands
- Custom agents sharing a built-in agent's name are no longer offered to the model, preventing delegation to the wrong one
- A preToolUse hook returning "modifiedArgs": null no longer fails the tool call; null now leaves args unchanged
- Instruction files with invalid YAML frontmatter keep their applyTo/paths and excludeAgent settings instead of applying everywhere or to excluded agents
Other fixes cover empty-session flicker, escaped control characters in /skills//plugin//mcp views, reverse-search handling, and /resume in-use warnings. Routine maintenance release with no new features.
