RTX 3090 tensor unlock on Windows finally boots: BitLocker fix, BF16 70→115 TFLOPS, 20% faster video gen

The author fixed the Windows boot failure of the Windows-GPU-UNLOCK project (which lifts the GeForce FP16/BF16 tensor cap on RTX 3090): the culprit was BitLocker — unsigned-stick boot changes TPM measurements, Windows silently waits for a recovery key then powers off. Fix: suspend BitLocker before flashing. Raw matmul: BF16 70→115 TFLOPS, FP16 69→112, TF32 36→59. Real workload: MiniMax H3 I2V in ComfyUI, 20s 481-frame clip drops from 31 min to 24 min at same resolution (20% faster per step), or 16.5 min at 0.60 MP, at a flat 350W. Includes preflight-check script, benchmarks, step-by-step guide, and a PR making the script refuse to run with BitLocker on. Experimental; Secure Boot off required; must redo every cold boot.
