White House withholds voluntary AI framework, reveals it's a 7-page doc with pre-release 'trusted partners'

In a letter sent Friday amid a FOIA lawsuit by Protect Democracy, the Office of the National Cyber Director refused to release its voluntary AI framework, citing national security and commercial exemptions.
The letter did reveal some details:
- The framework consists of just a seven-page Word document
- ONCD and the Commerce Department appear to be approving "trusted partners" cleared for pre-release access to AI models
Previously, the White House had agreed to release "substantively unredacted" text of the framework by Oct. 30, along with other documents including the pre-release partner whitelist.
