Hermes-agent bug: async subagent results stuck forever due to NULL owner_execution_id

A user-reported bug in NousResearch's hermes-agent shows completed async subagent delegations stuck forever at state=completed, deliverystate=pending with 0 delivery attempts and no error surfaced.

Root cause: rows in state.db's asyncdelegations table with NULL ownerexecutionid can never be claimed — every delivery attempt runs under a real execution id and hits permissiondenied at the ownership gate, so the claim UPDATE never matches. The issue traces to the exact-match logic in owned() in gateway/sessionworkerdelegation.py.

GitHub issue #143869 already has a PR attached but is only prioritized P2; Teknium noted the behavior only occurs when the non-default asyncsubagents mode is enabled.
