France's lower house narrowly passes €0.055-per-GB data tax on Netflix, Google and other platforms

France's National Assembly adopted, 11-10, a Socialist amendment to the 2027 budget bill taxing "producers of digital data" €0.055 per gigabyte sent to French users, against the government's advice. Named platforms include Google, Meta, Amazon, Netflix and Akamai, which account for roughly half of French traffic.
ISPs would measure quarterly data volumes under regulator Arcep's supervision, capped at 15% of French revenue or 2% of global revenue. With 200 billion GB of annual traffic, potential revenue is €10 billion a year. Supporters say big platforms should pay for network use and be pushed to compress data; critics argue costs will pass straight to end customers.
